Μια τρομοκρατική ομάδα ανοίγει πόλεμο με την πόλη του Σαν Φρανσίσκο κι απαιτεί λύτρα για να μην τινάξει όλη την πόλη στον αέρα. Ο επιθεωρητής Χάρι Κάλαχαν βρίσκεται σε διαθεσιμότητα λόγω της ανορθόδοξης μεθόδου του σε μια ληστεία τράπεζας, δεν αποφεύγει να ακολουθήσει τα βήματα των τρομοκρατών, ώστε να τους σταματήσει με κάθε νόμιμο ή μη μέσο.
