Ο Καρμίνε Ρίκα, "αφεντικό" εργατικού συνδικάτου, κατηγορείται για τη δολοφονία μέλους που προσπαθούσε να αναμορφώσει το τελευταίο με ριζοσπαστικές αλλαγές. Τελικά όμως κρίνεται αθώος απ' το δικαστήριο λόγω έλλειψης αποδεικτικών στοιχείων.
Λίγο αργότερα, ένας αστυνομικός με μοτοσικλέτα σταματά για έλεγχο στοιχείων το αυτοκίνητο που επιβαίνουν ο Ρίκα, ο σωματοφύλακάς του και ο δικηγόρος του και δολοφονεί και τους τρεις εν ψυχρώ! Ο επιθεωρητής Χάρι Κάλαχαν αναλαμβάνει την υπόθεση και σύντομα ανακαλύπτει την ύπαρξη ενός κυκλώματος στους κόλπους της αστυνομίας, με την ονομασία «Τιμωροί του εγκλήματος»..
