Ο Μπίλι Κόστιγκαν και ο Κόλιν Σάλιβαν μεγάλωσαν στη Βοστόνη. Και οι δύο ιρλανδικής καταγωγής και οι δύο μεγαλωμένοι στις φτωχογειτονιές, στο νότο της πόλης.Ο Μπίλι, με συγγενικό περίγυρο χωμένο στην παρανομία (εκτός από τον πατέρα του), ήθελε να διαφοροποιηθεί και να γίνει ο καλύτερος αστυνομικός που υπάρχει.Για τον Κόλιν, τα πράγματα ήταν πιο περίεργα: μπήκε από μικρός στη δούλεψη του αρχι-γκάνγκστερ της περιοχής, του Φρανκ Κοστέλο...Και ο Μπίλι και ο Κόλιν γίνονται αστυνομικοί και ξεχωρίζουν από τους υπόλοιπους της σχολής τους.Ο αρχηγός της αστυνομίας της Βοστόνης επιλέγει τον Μπίλι για να γίνει ο «μυστικός» του. Σκοπός: να μπει στη συμμορία του Κοστέλο και να παρέχει στην αστυνομία στοιχεία προκειμένου να τον συλλάβουν.Από την άλλη, ο Κόλιν είναι ο «πληροφοριοδότης» του Κοστέλο μέσα στην αστυνομία! Ο Μπίλι και ο Κόλιν, όντας με κρυμμένες τις πραγματικές τους ταυτότητες, είναι μπερδ...
