Βρισκομαστε στο ετος 52 π.Χ. Τετρακοσια χρονια μετα την ιδρυση του Ρωμαικου κρατους, η Ρωμη ειναι η πλουσιοτερη πολη στον κοσμο, μια κοσμοπολιτικη μητροπολη ενος εκατομμυριου κατοικων, το κεντρο μιας διαρκως επεκτινομενης αυτοκρατοριας. Το κρατος ιδρυθηκε πανω στις αρχες του διαμοιρασμου της εξουσιας και του εντονου προσωπικου ανταγωνισμου, μην επιτρεποντας ποτε σε εναν μονο ανθρωπο να ασκει απολυτη εξουσια. Τωρα ομως, αυτες οι αρχες καταρρεουν μεσα στη διαφθορα και την υπερβολη. Η κυβερνωσα ταξη εχει γινει υπερβολικα πλουσια, με μια διαρκως φθηνουσα προσηλωση στις παλιες αξιες της Σπαρτιατικης πειθαρχειας και της κοινωνικης ενοτητας. Υπαρχει πλεον ενα μεγαλο χασμα αναμεσα στις ταξεις. Το νομικο και πολιτικο συστημα ειναι αποδυναμωμενο, και η εξουσια σταδιακα περναει στους στρατιωτικους.
Μετα απο οκτω χρονια πολεμου, ο Γαιος Ιουλιος Καισαρας εχει τελειωσει την αριστοτεχνικη του κατακτηση της Γαλατιας και επιστρεφει στη Ρωμη. Εχει μαζι του λεγεωνες απο σκληροτραχηλους, πιστους ανδρες, αμυθητα πλουτη σε δουλους, χρυσο και λαφυρα, και μια λαικιστικη ατζεντα για ραγδαιες κοινωνικες αλλαγες. Η αριστοκρατια εχει τρομοκρατηθει και τον απειλει με δειωξεις για εγκληματα πολεμου σε περιπτωση που φθασει στη Ρωμη. Η ευαισθητη εξισοροπιση δυναμεων εκφραζεται στη Γερουσια, απο τον παλιο φιλο, συντροφο και μεντορα του Καισαρα, τον Πομπηοιο.
Αυτη ειναι η κατασταση οταν δυο στρατιωτες της 13ης λεγεωνας του Καισαρα, ο Λουκιος και ο Τιτος, στελνονται σε μια αποστολη στα δαση της Γαλατιας προκειμενου να αναζητησουν το κλεμενο εμβλημα της λεγεωνας, το ενωτικο συμβολο του στρατου, ξεκινωντας ετσι μια αλληλουχια καταστασεων που θα τους εμπλεξει σε μεγαλα γεγονοτα της Ρωμαικης ιστοριας. Μια ανθρωπινη ιστορια αγαπης και προδοσιας, αφεντων και σκλαβων, ανδρων και των γυναικων τους, το "ROME" καταγραφει ιστορικες εποχες οπου το Ρωμαικο δημοκρατικο κρατος κατερευσε οριστικα και εδωσε τη θεση του σε μια αυτοκρατορια.
