Τον Ιούνιο του 1966, σε μπαρ του Νιου Τζέρσι, τρεις άνθρωποι βρίσκονται φρικτά δολοφονημένοι. Ο πυγμάχος και υποψήφιος για τον τίτλο του παγκόσμιου πρωταθλητή Rubin Carter, γνωστός με το προσωνύμιο "Hurricane", συλλαμβάνεται μαζί με ένα θαυμαστή του αλλά η αστυνομία ανακοινώνει ότι δεν έχουν σχέση με την υπόθεση. Ένα μήνα αργότερα, ένας άνδρας - γνωστός για τις σχέσεις του με τον υπόκοσμο - καταθέτει ότι είδε τον Κάρτερ στο σημείο που έγιναν οι φόνοι. Ο πυγμάχος συλλαμβάνεται και καταδικάζεται ισόβια. Μέσα στη φυλακή θα διεξάγει πολυετή σκληρό αγώνα προκειμένου να βρει τη γαλήνη και την αξιοπρέπειά του.
Η δικαίωση θα έλθει, όταν κάποιοι άγνωστοι πιστέψουν σε αυτόν και κάνουν ό,τι μπορούν για να αποδοθεί δικαιοσύνη.
