Η υπόθεση έχει να κάνει με την προσπάθεια μιας ομάδας SEALs να διασώσουν έναν πράκτορα της CIA ο οποίος έχει πιαστεί αιχμάλωτος. Κατά την επιχείρηση διάσωσης όμως νέες πληροφορίες έρχονται για τα σχέδια μιας τρομοκρατικής ομάδας που στόχο έχει να σκοτώσει πολλούς Αμερικανούς πολίτες. Έτσι η ομάδα θα πρέπει να ανακαλύψει και να εξαρθρώσει τους τρομοκράτες κυνηγώντας τους από τη Τσετσενία μέχρι τις Φιλιππίνες και από την Ουκρανία μέχρι τη Σομαλία. Στην ταινία συμμετέχουν και κανονικοί πεζοναύτες χωρίς ωστόσο να αναφέρονται τα ονόματά τους στους τίτλους και βασίζεται σε πραγματικές – λένε – αποστολές και σε πραγματικές τακτικές που χρησιμοποιούνται από τους Αμερικάνους καταδρομείς.
