Η Νίκο Τοσκάνι είναι ένας εξπέρ των πολεμικών τεχνών, που η ΣΙΑ στρατολόγησε για να τον στείλει από την Ιαπωνία όπου βρίσκονταν στο Βιετνάμ. Εκεί γίνεται μάρτυρας της σαδιστικής συμπεριφοράς ενός ανακριτή, αλλά προτιμά να διαφύγει παρά να ρισκάρει μια αναμέτρηση μαζί του. Επιστρέφοντας στις ΗΠΑ, στο Σικάγο, γίνεται αστυνομικός. 15 χρόνια μετά, το FBI του ζητά να αγνοήσει τη μυστηριώδη υπόθεση ενός πλοίου γεμάτου εκρηκτικά, αλλά ο Νίκο κάνει τις δικές του έρευνες. Αυτές τον οδηγούν σε ένα κύκλωμα, στο οποίο κρύβεται από πίσω η ίδια η ΣΙΑ, και σε ένα όνομα, το Ζάγκον. Ο Νίκο θυμάται πίσω από αυτό το όνομα τον σαδιστή ανακριτή από το Βιετνάμ και τώρα είναι η ευκαιρία για να αναμετρηθεί μαζί του.
